Driven by the dual forces of technological opportunity and rising public expectations, public universities and their libraries face massive changes in the way they do business. This transition has been fueled by the rapid growth and widespread acceptance of the Internet, and has produced a new electronic avenue for both personal interaction and information resource access. Correctly or not, many students believe they can obtain most or all of their educational needs through the Internet. The developing Western Governor's University provides one example of how existing public universities and other state entities are working to pool their assets and use the potential of communications technology; similar models are provided by the National Technological University, the California Virtual University, and the University of Phoenix. Discusses design and implementation issues faced by a virtual academic libraries, and explains how they can meet various inherent challenges to provide library services to disparate groups of distance students worldwide.
